Save Camp Lockett: Demand Accountability and Stewardship of a Historic Military Site

The Issue

Camp Lockett is a historically designated U.S. military site in San Diego County, home of the famous 10th Cavalry Buffalo Soldiers. The property was originally transferred by the County under strict conditions requiring preservation, restoration, and active stewardship of its historic structures. Today, acres of buildings at Camp Lockett sit vacant and deteriorating, despite deed restrictions that require rehabilitation and use consistent with historic preservation purposes. Current controlling entities have acknowledged they cannot legally use the buildings, yet continue to hold them while allowing further decay. This directly contradicts the conditions under which the County conveyed the property and undermines the public trust, established historic preservation requirements, and the County’s own long-standing Camp Lockett Master Plan (publicly available County document). This petition is supported by veterans, historians, preservation advocates, and community members nationwide who believe public historic land must be actively stewarded, not neglected. WHAT WE ARE ASKING FOR We respectfully call on the County of San Diego to: Conduct a formal review of deed restrictions and compliance related to Camp Lockett properties
Determine whether current controlling entities remain qualifying stewards under the original conveyance conditions
Enforce reversion, reassignment, or corrective action where deed conditions have been violated
Ensure Camp Lockett is actively preserved, restored, and utilized in alignment with its historic designation and public purpose Formal notices requesting compliance review are currently being prepared for delivery to County leadership.
