The Issue

To: The Honourable Prime Minister of the Republic of Mauritius,

The Honourable Ranjiv Woochit, Minister of Local Government of the Republic of Mauritius.

Subject: Urgent Intervention Required to Prevent Demolition of Hindu Place of Worship in Flacq District

We, the undersigned citizens and devotees, respectfully submit this petition to bring to your urgent attention a series of distressing events affecting Hindu places of worship in Mauritius, specifically within the District of Moka-Flacq.

1. Background

Approximately one month ago, a Kovil located within the premises of Anna Medical School, Montagne Blanche, was partially demolished. Without swift intervention, it could have been completely destroyed.

A few days later, a Hare Krishna religious site in Poste de Flacq was reportedly demolished.

Most recently, a viral video has circulated showing Pandit Tolsee Ram, affiliated with Queen Victoria Brambh Mandir Sabha, being ordered to dismantle a Mandir and Kalimay constructed on land donated by Alteo Sugar Estate to the Mandir Sabha.

Despite submitting two formal applications to the Flacq District Council for a Building and Land Use Permit (BLUP), the association’s requests were denied. Instead, the matter has been referred to the District Court of Flacq for a pull-down order.

2. Our Appeal

While we acknowledge the necessity of following laws and planning regulations in a democratic state, we also emphasize that derogation and administrative discretion are legitimate legal tools which can and should be applied in exceptional circumstances—especially when they concern sites of deep religious and cultural importance.

The Mandir in question is not merely a structure—it is a sacred space of worship, devotion, and heritage. For many families, it represents the spiritual heart of our community, with deities such as Maha Vishwami considered guardians of both our homes and our lives.

3. Our Request

We respectfully and humbly request:

Immediate intervention from your good office to prevent the demolition of the Queen Victoria Mandir and Kalimay.

A review of the decision by the Flacq District Council and encouragement of a constructive resolution involving all stakeholders.

The protection and preservation of all religious sites that serve as pillars of our national multicultural and spiritual identity.

We trust in your wisdom and commitment to maintaining peace, unity, and respect for all religious communities in Mauritius.

May this appeal be heard in the spirit of justice, compassion, and harmony.
