Background:  The City of Bismarck will be taking down the Water Tower located at 202 West Avenue F, Bismarck, ND 58501 (Parcel No.: 0025-085-015)  (hereinafter, “Lot”).  The City of Bismarck submitted a Request for Proposal (RFP) and it received two proposals on December 30, 2022: both proposals provided for the construction of a cell phone tower on the Lot currently occupied by the Water Tower.  The neighbors living around the Water Tower objected to the use of the Lot for a cell phone tower.  The City of Bismarck rejected the initial cell phone tower proposals and the City of Bismarck reissued a new RFP to redevelop the Lot with a bid due date of February 28, 2023.  The entirety of the surrounding neighborhood is made up of single family residences and the construction of a cell phone tower would severely diminish the quality of the neighborhood.

I, the undersigned, support the use of the lot at 202 West Avenue F, Bismarck ND as a single family residential use after the existing Water Tower is removed.

I, the undersigned, do not support the use of the lot at 202 West Avenue F, Bismarck, ND for a cell phone tower or any other utility.
