Savannah Metropolitan Planning Commission: Protect This Property
The Issue
We, the residents and concerned members of the surrounding Savannah community, are asking the Savannah Metropolitan Planning Commission and appropriate local officials to carefully consider the proposed development of the property at 8 Skinner Place (PIN 10362 01003) before approving the requested zoning variances.
According to the public notice issued by the Savannah Metropolitan Planning Commission, the property owner is requesting variances to the minimum lot size, lot width, and rear setback requirements in order to subdivide the property within the R-1/EO zoning district.
These requests deserve meaningful public scrutiny.
The property is a small, largely undeveloped strip of land located between Neva Bluff and Nottingham. It is one of the few remaining undeveloped areas on our side of town and provides valuable open space and habitat for a variety of wildlife. Residents have observed wildlife using this property, including species that may have protected status. Before significant development is permitted, the environmental impact and wildlife habitat associated with this property should be appropriately evaluated.
We are also concerned about the suitability of this property for the density and development being proposed. The site is extremely limited in size and surrounded by established residential streets and neighborhoods. The fact that the applicant is seeking multiple variances to minimum lot size, lot width, and rear setbacks raises legitimate questions about whether the proposed subdivision is appropriate for the property and compatible with the surrounding neighborhood.
We believe zoning requirements exist for a reason: to protect communities, ensure responsible land use, preserve appropriate setbacks and spacing, and prevent development from placing an unreasonable burden on surrounding properties and infrastructure.
We are asking the Savannah Metropolitan Planning Commission to:
1. Carefully scrutinize the requested variances and determine whether they are truly appropriate for this property and the surrounding neighborhood.
2. Require a thorough evaluation of the potential environmental and wildlife impacts before allowing development of this remaining natural space.
3. Consider the capacity of the property and surrounding streets to safely accommodate the traffic and activity associated with additional residential density.
4. Consider the cumulative impact of this development on neighboring properties, infrastructure, drainage, traffic, privacy, and neighborhood character.
5. Ensure that nearby residents have a meaningful opportunity to participate in the decision-making process.
We also have a question about public participation.
The public hearing is currently scheduled for (TBA). Residents: please note that the MPC states that this item has been pulled from. The originally scheduled meeting agenda and will be rescheduled for a later date. I will.follow closely and post the date as soon as it is published.
Why schedule an important neighborhood zoning hearing during the middle of a workday, when many of the residents most directly affected will be at work and unable to attend?
While the notice provides options for virtual participation and written comments, residents should not have to choose between their jobs and their ability to participate in decisions that may permanently affect their neighborhood.
We are asking the MPC to listen to the residents who live here, carefully evaluate the proposed development, and protect the long-term interests of the surrounding community.
This petition is not about preventing responsible development. It is about responsible development that respects the existing neighborhood, the limitations of the property, surrounding infrastructure, and the natural resources and habitats that remain.
Once this open space is developed, it cannot be restored to what it is today.
We ask the Savannah Metropolitan Planning Commission to carefully consider whether these variances, and the development they would facilitate, are appropriate for this property and our community.
