Hi Guys,
So, CCTA (Contra Costa Transit Authority) after having essentially avoided working with the residents of San Ramon, in addressing our concerns for the HOV ramps, has passed the draft Norris/Executive Parkway EIR (Environmental Impact Report) to Caltrans for a final review, before the EIR is made public. I emailed Caltrans about this directly. They have refused to consider any community input, and referred me to a document that outlines how they deal with community issues. It is essentially a checklist on the effect of the ramps on the community, with respect to economic, noise, etc. This essentially looks like a rubber stamp process.
So, the EIR is to be released to the public in late spring/early summer. We will need to convince a majority of our city council that the residents do not want these ramps. This will essentially be a numbers game, with enough of the community demonstrating support against the construction of these ramps.
