Why We Need "A Place For All" in San Francisco
The Issue
What the "A Place for All" ordinance proposes is simple yet fundamental. Sponsored by Supervisor Mandelman, this ordinance will require the City to establish a network of temporary safe sleeping sites to provide a safe place for every homeless person in San Francisco to sleep.
Safe Sleeping Sites, some of which have already been operating for nearly a year, are a proven model. Today, they host a total of about 300 people. Guests are provided access to amenities and services that may include handwashing stations, bathrooms, daily meals, social services as well as access to the City’s Coordinated Entry System - a key step on their path out of homelessness. The sites are most cost-effective when they shelter 100+ guests as A Place for All proposes. The $60K-plus per person cost which was recently cited in a SF Chronicle is unsubstantiated. RescueSF, a coalition of residents from across the City, estimates that the annual cost per placement is less than $40K per person, which is in line with other congregant shelter offered by the City.
Clearly, the solution for homelessness is housing; however, the waiting line for housing cannot be on our streets and sidewalks. Safe Sleeping Sites offer a sustainable and scalable citywide response to meet the shelter needs of our unhoused population, ensuring that all unhoused people willing to accept it have a safe place to spend the night, and that no neighborhood’s sidewalks need serve as shelter of last resort.
