Cheshire West and Chester Council want to impose a ban on the homeless sleeping rough in the City Centre. They want to make it an offence which means a fine of £1,000 could be imposed. Where is a homeless person with nothing expected to get this kind of money from. These people are not being anti social, they are sleeping rough due to poverty and unfortunate circumstances. More facilities need to be provided by the council for these people and they should also support the existing homeless charities more. Criminalising the act of rough sleeping will not help at all.
