Stop the building of a 12 room boarding house in a small Marsfield Cul-de-sac

The issue

Local Development Application No LDA2019/0304 has been lodged by Nuovo Design Studio PTY LTD for the Construction of a 2 story Boarding House containing 12 boarding rooms at 2 Cooinda Close, Marsfield.

We are the home owners and residents of Cooinda and surrounding street in Marsfield and we STRONGLY OBJECT to the proposed boarding house development. This proposal seeks 12 lodgers in one of the premises situated in a 3 house Cul-de-sac

This proposed development is totally unsuitable for this area of Marsfield. Cooinda Close and the surrounding streets are quite streets with the majority of homes consisting of residential home through single dwellings. It is an established family area where most of the owners have lived there for many years in their own homes. There are also a few homes consisting of tenants and who have young families. 2 Cooinda Close was not set aside for affordable housing by any tier of the government. It should not be up to a sole company, who will profit and is not associated with the community, to decide this.

A few issues to consider

Fails to fit the character of the street

There are no halfway houses, boarding houses or the like of this size in the area. This is proposed to be a large scale boarding house. Its over double the size of the existing house currently on this block which is in a very small cul-de-sac. Cooinda Close has only three homes in it and another two at the comers of Cooinda Close and Agincourt Road. The street and surrounds are characterised be residential homes only.

Lack of community responsibility

The proposal seeks to have no required log or system to deal with external complaints, no plan to publicise contact details of the appointed manager for neighbouring residents and no information on whether this manager will be required to be onsite at any time to enforce noise and communal use restrictions

 

Poorly Conceived Plans

Reviewing the plans submitted with the application, there are several concerns such as an insufficient privacy screening for neighbouring residents and the large proposed building being to close to the boundary of neighbouring premises.

There appears to be no Acoustic Report ofr the premises. The developer has not considered the impact of day to day activities on neighbouring properties from any noise that can break out

Parking Requirements

To think of 12 lodgers in the one premises. Not only may lodgers have their own cars, but their visitors as well. There isn't enough space on Cooinda Close for these cars. Not only will it impact this small street but the streets around it.
