

Running Out of Time for Justice
The Issue
My name is Katherine, and I am a 31-year-old disabled Black woman, journalist, and single mother to my 11-year-old autistic son, Hugo. Over the past two years, we’ve endured unimaginable trauma—stalking, harassment, retaliation, unsafe housing conditions, and systemic failures by those tasked with ensuring our safety.
Despite seeking help from Jubilee Housing, the DC Metropolitan Police Department (MPD), the DC Office of the Attorney General (DCOAG), United States Attorney's office (USAO), and other District agencies, we were left unprotected, ignored, and ultimately constructively evicted from our home of over a decade. Now, with less than 300 days until my stalker is released from jail, we are racing against time to find safety, accountability, and justice.
The Crisis: Negligence and Harm
In October 2022, Charles Lynn began stalking me after Jubilee Housing’s negligence allowed him to bypass building security. For months, I reported his escalating behavior to MPD, including stalking, physical assault, and threats. MPD refused to file reports, take action, or make arrests, even when Lynn violated a protective order and returned to my apartment door.
This negligence, compounded by Jubilee Housing’s refusal to fix building security and retaliation against me for speaking out, left me and Hugo vulnerable to repeated trauma. We were forced to leave our home in May 2024, with no meaningful resolution to our pleas for help.
A Call for Justice
Currently, Charles Lynn has only served time for indecent exposure and contempt, not for the stalking, assault, and threats he committed against me. The delays in MPD reporting have jeopardized my ability to seek justice, and DCOAG and USAO has declined to pursue charges further.
We need your support to demand accountability and safety for our family.
What We’re Demanding:
1. Reconsideration of Prosecution: Urge the US Attorney’s Office and DCOAG to prosecute the outstanding charges against Charles Lynn, including stalking, assault, and threats. Justice delayed is justice denied.
2. Accountability for MPD’s Misconduct: Hold MPD accountable for systemic failures, including:
• Failing to file timely reports and arrest Lynn for violations of a protection order.
• Dismissing credible threats and evidence provided by me as a victim.
• Neglecting their duty to protect a disabled Black family from imminent harm.
3. Accountability for Jubilee Housing: Demand accountability for Jubilee Housing’s negligence in maintaining building security, creating uninhabitable conditions, and retaliating against me for reporting their failures.
4. Systemic Reform: Require MPD, DCOAG, and other DC agencies to implement reforms ensuring victims of stalking, assault, and housing discrimination are protected and supported.
5. Support for Survivors: Advocate for resources and protections for survivors of stalking and harassment, especially for disabled and marginalized communities.
Why This Matters
No one should have to endure what we have faced. This is not just about Hugo and me—it’s about creating accountability in systems that failed us and ensuring no other family experiences the neglect and trauma we’ve endured.
