Make deliberate luring of cats from their owners illegal.
The Issue
I have owned a pedigree cat for six years who is microchipped and I am responsible for all of her welfare needs. She is happy, well cared for and on a special diet. I see her as part of my family and I have a strong personal connection with her.
In the last six months, a neighbour has been luring her with food and affection to deliberately entrap the cat inside her house. The neighbour intentionally shuts my cat inside and I have to wait until she lets her out and her intention is to permanently deprive me of my property.
This means that the neighbour could be feeding her unsuitable food causing welfare issues and potentially expensive future vet bills. This causes a breach of duty of care to my cat and breaches the 2006 Welfare Act.
This is theft and should be recognised as such. It has caused real distress for me and my cat and affects how we live.
I have spoken three times to the neighbour and she refuses to stop even though I have video evidence. The police can do nothing as luring my cat is not against the law. This means I can do very little to stop the theft of my family member.
This is not an isolated problem, research by Direct Line Insurers in 2017 found that up to 360,000 adults believed their cat had been stolen during the previous 12 months.
Out of fear of the theft of my cat, I have been forced to keep my adorable companion indoors and construct an outside cat enclosure. She has been free to roam all her life until now and this has forced me to change her natural environmental behaviour.
I am petitioning for a change in the law to make deliberate luring of cats from owners illegal.
I have now attached the link below to show and prove why I'm petitioning to change the law. This should not be a civil matter. Not everyone has the money to take such action and this case also proves that the cat owner needs protection in law.
