Dear Readers

Please see at the bottom of the page the details of the email I received from ICAC stating that they would not be investigating my submission. The photo shows some of the information I sent to ICAC regarding the awful cruelty I witnessed

I do find their explanation for not investigating a little bizarre as on 17 Aug 2023 they stated that I did not need to provide any more information as they had already received enough!

All I intended to convey in my complaint to them was that it was corrupt in itself to award a Private Company (the RSPCA NSW) approx 8 million dollars a year for its services in enforcing POCTA (The Protection of Cruelty To Animals Act), and then not to pay heed to all the cruelty instances that occurred when we lived next door to a person who had over 200 cats living in the most dire circumstances!

I had asked many times for the NSW Government to ask the RSPCA NSW why cruelty was taking place and they were not investigating it.

I witnessed starving cats eating the corpse of a cat, young kittens that were left to shrivel up and die in the blazing sun of mid summer, and cats with broken limbs, and cats with eyes torn out in fights!

After watching this scene playing out right next door to where we lived I suffered ill health, 2 heart attacks and severe depression. So we sold our property and relocated to South Australia. However the injustice of the situation persists, but on a person note we have found tranquillity, beauty and happiness in our new location.

In posting updates on change.org for the last 8 years I have tried to only state the facts of what has occurred and not to cloud the situation with my own beliefs. However I must now state what I believe to be the problems. One issue is the power that the RSPCA NSW seems to have in not having to answer in any sort of open fashion to the way they spend the finances given to them by the taxpayer. The NSW Government has never asked them to answer the most basic questions over what occurred at Camp Kitty (the name given to the site where the cruelty horrors occurred). Administration after Administration just would not act.

Also it seems that the RSPCA NSW, as a private money making entity, will not bother with taking action in situations when it will cost them a lot of money to put a stop to the cruelty continuing. They did eventually take action when a TV segment occurred on Prime Seven News. Two days after the segment was aired at 6pm about 10 RSPCA NSW vans arrived and about 200 cats disappeared. They has never been an explanation of what happened to all those cats.

Now the Independent Commission Against Corruption will not act. Is this because they are also a part of the NSW Government and it would be embarrassing to act against themselves?

How easy would it be for the NSW Anti Corruption Commission to simply send an email to the NSW Government and just ask them `will the NSW Government ask the RSPCA NSW why it allowed so much cruelty to take place at Camp Kitty and they did nothing for so long?’ This simple question could save the taxpayers $8 million a year! 

However I must stress that the views expressed in the latter paragraphs are my views and only my views 

So, what options do I have left to pursue this matter? Maybe the Ombudsman, or contacting TV stations (such as ABC) or newspapers, or maybe when I write back to ICAC they may think the simple email idea a good one and do it! Or there again they may not.

Dear Mr Climpson

I refer to your emails of 11,13,15, and 17 August 2023concerning alleged failures by Dept of Primary Industries (DPI), RSPCA and other government agencies to investigate animal neglect and cruelty.

Specifically you raised concern about the treatment of animals at Camp Kitty over the course of several years. Noting that you have provided us with a large volume of material in support of your complaint we have considered all of the material you have given us.

Our decision

The Commission’s Assessment Panel considered the concerns you raised and decided dsdthat the Commission will not investigate your concerns as the information before the Commission is limited in supporting a likelihood of corrupt conduct in the manner you describe.

I note that you have received responses from the Government agencies which have confirmed investigation and ongoing monitoring of the treatment, facilities and care of animals at `Camp Kitty’. I also note your material contained a reference to a court case brought by the RSSPCA in 2016, in which the owner of the animal facility received a criminal conviction and ongoing restrictions/monitoring of their of their conduct.

Whilst you may disagree with the decision making of DPI and other NSW Government agencies, it is not the role of the Commission to review the decisions taken or processes followed by NSW public officials where corrupt conduct is not otherwise evident.

Although we are not investigating your matter, we appreciate receiving information about possible corrupt conduct as it can assist us in corruption prevention work. Further information about our role can be found in the fact sheet Explaining the ICAC’S decision.
