The photo shows the solitary cat maybe waiting for visitors to bring it food or maybe just for companionship.

In may last update many readers urged me to write to A Current Affair, to get publicity for this matter. Over 2 weeks later I have heard nothing from them!

I have also written to my State MP in order to get her to ask the Minister for Primary Industries questions that have been unanswered since January of this year. Stephanie has responded and she has informed me that Primary Industries is formulating a response, and I shall keep you informed when I get that response.

Also I have written to the Animal Welfare League at Orange, one of the bodies authorised by Dept. of Primary Industries to take action. In the words of the DPI website, `if you suspect or witness cruelty to an animal you should directly contact one of the enforcement agencies’.

My email to them is as below (sent on 27-05-19). As yet no reply.

To Animal Welfare League. I write to you to ask your help in ending the suffering of a poor cat that is incarcerated in my next door neighbours property. It has been kept isolated for over 3 years now in a compound, the owner of the property has not been occupying the property for over 2 years and the cat relies on friends of the owner for feed and water. The attendance of the helpers is spasmodic, and usually involves a visit every 2 to 3 days. However, the animal does not appear to be malnourished and there seems to be an adequate supply of water for it. The accommodation the cat is provided is very basic. It is a small metal box with dirty bedding. It never gets any exercise and when the helpers visit it is only for a duration of 5 to 10 minutes. The weather is now very cold with night time temperatures dropping to 3 or 4 degrees and very soon the cat will have to experience below freezing temperatures. My main concerns are its total lack of companionship, either animal or human, its exposure to very cold conditions with the approaching colder winter period, the irregular feeding regime and the lack of stimulation for this cat.

The owner of the property is (or used to be) Richard McCudden. I have no knowledge of where he can be contacted.

Also, I have no idea when it last had a veterinary inspection but I am sure it was a long time ago.

I consider that what I have stated above constitutes breaches of POCTA Regulations.

The address of the premises where this is happening is 230 Conimbla Road Cowra NSW 2798. The gate to this property is always locked but access can be obtained by using my drive. Our phone no is (number supplied to AWL)

I would be more than happy to find a caring home for this poor animal and pay for a veterinary check up for it.

I hope you will be able to help. Do not hesitate to contact me if you require more information.

Regards Keith Climpson

I finish by once again thanking all the readers who comment. Many of the suggestions have been very useful. Regards Keith
