Up till 1987 it was compulsory to obtain a dog licence if you wished to own a dog, this is still in place in Northern Ireland yet was abolished here over 30 years ago.

It is baffling that anyone can own a dog without any background checks being made on these individuals. 

Many dogs are brought to fight or to abuse and this needs to change now.

Background checks need to be carried out on every individual who wants to have a dog in their life to stop these poor things going to a home where they are abused and treated terribly.

Rescue homes are overcrowded with these poor things who have had such terrible starts in life all because no checks are carried out on the homes they are going to, this needs to change now.
