This pandemic have been kind to no one. Especially not to the workers and students who have been living away from their families.A lot of us, including me, came to India from Italy on an emergency to take care of our loved ones when India’s situation took a turn for the worse. 

Hundreds and thousands of Indians who are tax paying residents of Italy have been stuck in india due to the strict laws that have been created by the Italian Government. The ban, which started in April has now been extended till July 30, it allows only the Citizens of Italy to enter. Not the residents who still have to pay rent for apartments that are empty in Italy. Not the students whose future lies in darkness as they cannot graduate on time. Not even the workers who could be fired as they cannot work from home. It has been more than three months since the ban and there are people who’s Permesso di Soggiorno (Residence permit) & visas have expired and are worried they might never get back to their homes in Italy.The Italian embassy in Delhi is not helpful as the decision have been taken by the health minister of Italy. They don't know what will happen after July 30 & ignore emails sent by worried residents.
Things have improved greatly in Italy as the new cases have been restricted to less than thousand a day. Still, there is no sign of allowing Indian citizens back into italy.

I would like to propose some changes to these restrictions. Italy should learn from other countries like Netherlands, France, Germany etc. who have found ways to deal with this situation by adding quarantine requirementsfor incoming passengers from India. A complete ban of Indians makes no sense as the situation has improved in India and people would like to go back to their homes in Italy.

1. Residents with either a valid or expired permesso di Soggiorno (residence permit) should be allowed to enter Italy with mandatory quarantine requirements. 
2. Passengers holding a valid Type D Long term stay Visa should be allowed to enter Italy with mandatory quarantine requirements. 

Or 

1. Italian residents from India with valid or expired Permesso di Soggiorno who have quarantined for 14 days in another country should be allowed to enter Italy without restrictions. 

These changed will not only help us come back to our homes in Italy but will also help resume our Work/Studies. Please consider those who are left desperate due to travel restrictions.
