Right to Connect in Emergencies: Repeal NY’s Bell-to-Bell Phone Ban

The Issue

Once again, a school community is shattered by gun violence. Yesterday, on August 27, 2025, two children were tragically killed and 17 others - including many students were wounded when a gunman opened fire during a school-wide Mass at Annunciation Catholic School in Minneapolis. The heartbreak underscores the critical importance of communication access during crises. Yet here in New York, a ‘bell-to-bell’ ban on student cellphones prohibits our children from having that lifeline.

Why This Matters

Safety First: In emergencies, immediate access to communication can be lifesaving. Denying children the ability to contact parents or emergency services might cost precious minutes.

Parental Peace of Mind: Parents are understandably anxious about being unreachable during school hours. Some schools reportedly reassure that messages will be relayed - but in a fast-moving crisis, direct contact offers immeasurable relief.  

What We’re Asking For

We’re urging Governor Hochul and the NY State Legislature to:

  • Modify the cellphone ban to explicitly allow student access for emergencies, including contacting parents and emergency services.
  • Ensure schools maintain reliable, swift protocols to relay urgent messages when direct access isn’t feasible, with transparent communication to parents.
  • Invest in safe, secure depositories or systems that allow limited, controlled phone access if needed—without compromising classroom focus.
