I am a former educator and current nurse, and mom of six children. My family has been the custodians of the heritage-rich Goodwin Manor for 25 years, located outside of the city limits of Little Rock, in the beautiful Ferndale community. Our primary use is first and foremost a residence, but we are excited to see it used for future educational, cultural, and culinary experiences. We also want to continue to support our community by being allowed to host local charities. We have done this for years and want to be allowed to continue. These programs support food insecurity programs, foster children, cancer research and lodging of cancer patients receiving care in Little Rock, and many more local, state and international charity organizations.
We are asking for the property to be rezoned to allow for charity and culinary lunch experiences, educational workshops for adults and children, and a limited number of outdoor evening events (restricted to 12-15 a year). These opportunities would bring our community together for enjoyable experiences. The property will also be used to cultivate seasonal produce, herbs, and seedlings, and raise honeybees and chickens to share at the Ferndale Farmers Market, contributing to local food security and promoting sustainable agriculture practices.
However, to actualize this dream, we need to rezone Goodwin Manor for a Secondary Use..which in Little Rock falls under a PCD (Planned Commercial Development). Anyone who uses their home as a secondary use..has to obtain this zoning if you are in the jurisdiction of Little Rock. This shift will significantly contribute to the richness of our community while remaining a primary residence for a family of eight. It will also protect the property, and in order to add any future structure, we would have to go before the Planning Commission and the public would be notified again. You can be assured that there are no changes to the property planned besides building a small barn and greenhouse for farm and garden use. Any occasional evening event will end by 9 pm, in compliance with noise ordinances. We have also placed a large gate on our road, that is padlocked 365 days a year, to prohibit traffic through Tolson Neighborhood Estates. Guests visiting the Manor have NO access to drive down their neighborhood road from the Manor and the gate has been in place since October 2018.
