Revoke NYS SLEEP Act
The Issue
Governor Kathy Hochul has signed a very impressively misguided and poorly written bill (that will be a law starting April 1st 2022) that changes exhaust modification laws in NYS quite drastically. The NYS SLEEP bill or NY Senate Bill S784B is an amendment to NYS exhaust laws which now bans the usage of Exhaust Cut-Outs, bypasses, or anything similar to the sort; or anything that makes your car louder than stock. Seems simple enough right? Now the bill never actually mentions cars that come factory ready with exhausts that can change depending on what mode your in. Your brand new Mustang with Track Mode Exhaust? Make sure you have an extra grand on you to pay the new fine or take a month off for imprisonment. An extra feature of this new bill is that it is now illegal to "sell, offer for sale, or install" any exhaust features listed above. No where in this bill is it made clear that OWNING a non-compliant exhaust illegal. So it is very much up in the air if you will have to pay for buying a car with a modified exhaust. Now with the new fine of up to $1,000 or spending a free 30 day vacation in your local jail, it's apparently clear that this bill isn't for keeping our streets and people safe, or we'd have a new law that would make a lot more sense and actually help our state. This bill is made to target performance shops and generate state revenue, with most traffic stops affecting a disproportionate amount of low income drivers. I don't know about you, but I can really SLEEP tight knowing that in New York, a state with embarrassingly low public transport funding, and an extreme rise in rent and other necessities... At least I won't be scared by a Honda Civic with a fart can.
