Revoke Harrisonburg Health and Rehabilitation’s License to Operate — Protect our Elderly

The Issue

Petition Summary:

We demand the Virginia Department of Health and Governor Glenn Youngkin take immediate action to revoke the license of Harrisonburg Health and Rehabilitation due to chronic understaffing, ongoing neglect, and repeated violations of residents basic rights and dignity. This facility has demonstrated a dangerous disregard for resident safety and well-being and must be shut down before more lives are harmed.

Full Petition

Harrisonburg Health and Rehabilitation, a long-term care facility in the Commonwealth of Virginia, has consistently failed to meet even the most basic standards of patient care. Chronic understaffing, overworked Certified Nursing Assistants (CNAs), delayed response times to critical needs, and repeated instances of resident neglect and abuse have been reported and witnessed firsthand by staff, families, and advocates. The stories emerging from this facility paint a harrowing picture of systemic dysfunction and human suffering.

This is not just a staffing issue, it’s a moral crisis.

As currently permitted by Virginia law, facilities like Harrisonburg Health and Rehabilitation operate without enforceable minimum staff-to-patient ratios. This has enabled an exploitative model that prioritizes profit over people, leaving vulnerable residents at the mercy of an overburdened, underpaid, and burnt-out workforce.

We call on Governor Glenn Youngkin and the Virginia Department of Health to immediately revoke Harrisonburg Health and Rehabilitation’s license to operate. The facility has violated the public trust and forfeited its right to continue caring for our elderly and disabled citizens.

Furthermore, we call on the Governor and the Virginia General Assembly to support and enact the Virginia Long-Term Care Staffing Standards Act of 2025, which would mandate:

•Minimum staff-to-resident ratios, ensuring every patient receives the time and care they deserve

•Mandatory reporting and accountability standards for long-term care facilities

•Whistleblower protections for staff who report neglect, abuse, or unsafe working conditions

•Oversight mechanisms to prevent facilities with chronic violations from continuing to operate

No family should have to worry whether their loved one is safe in the care of a licensed facility. No healthcare worker should be placed in an impossible position, responsible for more residents than they can safely manage. And no facility that repeatedly fails to meet its obligations should be allowed to keep its doors open.

We, the undersigned, demand the immediate revocation of Harrisonburg Health and Rehabilitation’s license to operate and the swift passage of the Virginia Long-Term Care Staffing Standards Act of 2025.

Our seniors and vulnerable citizens deserve dignity, safety, and care, not excuses.
