Community Petition to Support the Reopening of Londontown Pub as “Dilligafs”

First and foremost, thank you to everyone who showed up and/or signed our previous petition—your support has meant the world. We need your help once again.

Many of the same protestants who previously objected during Shannon Smith’s liquor board hearing (regarding the transfer of the liquor license to reopen the former Londontown Pub) have now submitted another protest—this time to block the renewal of the license. They have gathered 10 signatures in opposition, and a hearing has been scheduled to address the matter:

April 22, 2025 at 6:00 PM
Location: County Council Chambers
Arundel Center, 44 Calvert Street, Annapolis, MD 21401

The hearing will allow both sides to present their cases. Below, we've listed the protestants' main concerns along with Shannon Smith’s rebuttals and plans for the property:

 
Protestors' Concerns:

A special license allowing “dancing” within 100 feet of multiple properties
Unpaid taxes (prior owner)
A history of disturbances at the former pub
An “uninspiring” proposal to reopen under the name “Dilligaf’s”
Alleged lack of enforcement from local police and the liquor board
 
Shannon Smith’s Vision and Response:

Shannon is fully committed to reopening Dilligaf’s Pub in 2025, pending liquor license approval and completion of a full property remodel. Here’s what she has planned:

Total Building Renovation:
New roof, siding, fully redesigned interior layout
Brand new commercial kitchen, equipment, and a leveled floor
Renovation is being handled with proper permits, under the supervision of a licensed architect and structural engineer
All work will comply with fire codes, health codes, and county regulations
Improved Parking and Safety Measures:
Parking lot will be completely redone
Street parking will be prohibited for safety and legal compliance
Staff will monitor the lot to ensure order and safety
A New Kind of Pub — Family Friendly:
Dilligaf’s stands for Determination In Life Lives In God And Family
Interior design will favor family-friendly seating: more booths and tables, fewer bar seats
A full food menu will be offered
Live music to bring families and friends together for positive experiences
Responsible Evening Management:
Staff will be in place to monitor late-night activity and ensure full compliance with laws and regulations
Dilligaf’s will be a safe, respectful, and welcoming environment for all
 
This establishment is not just a business—it’s a local staple, being brought back to life with care, vision, and community in mind. It has been a part of Edgewater for a very long time.
