While the intention to minimize classroom disruptions is commendable, this blanket restriction unfairly impacts responsible students and severs vital communication links with families.

In our interconnected world, smartphones are not merely distractions; they're essential tools that serve to connect us, provide entertainment during breaks, and even assist in organizing our educational tasks. For many students, the ability to quickly send a message home during lunch, or to listen to music with one earbud while transitioning between classes, is a vital part of navigating their school day with less stress. Implementing a total ban disregards these critical aspects of our daily lives.

Total restrictions can foster a tense, adversarial atmosphere in what should be a collaborative educational environment. Blocking students from using their phones entirely during the school day paints all students with the same brush, penalizing those who responsibly manage their device usage and contributing to a school culture focused more on enforcement than on learning and community.

In response, I've crafted "The Fair Maryland Statewide School Phone Rule" - a balanced amendment aimed at protecting both classroom focus and student autonomy. This amendment suggests controlled and reasonable phone access, empowering students with the freedom to make mature decisions about their phone usage. By allowing phone use during non-teaching times, like lunch and hallway transitions, we equip students with the trust and responsibility they deserve.
