Revise the Corvallis City Noise Ordinance

The Issue

Operating a family business in downtown Corvallis, Oregon, has always been about more than just profitability for us. Since opening in 2020, we've envisioned a vibrant community hub—a place where local artists find a stage, where community events flourish, and where we give back through charitable initiatives. Our business isn't just about commerce; it's about community, culture, and contributing positively to the city we love.

Despite our success and the joy we've brought to many, a single resident's noise complaints have had a profound impact on our operations. These complaints highlight a broader issue inherent in the current Corvallis City Noise Ordinance, which employs a subjective 'plainly audible' standard for enforcement, particularly concerning music. This standard has rendered many businesses like ours vulnerable to disproportionate penalties, jeopardizing our ability to thrive and serve the community.

We propose a crucial amendment to the local noise ordinance: replace the subjective criteria with objective, measurable ones. This change aims not only to protect businesses but also to preserve the rich music culture that’s becoming integral to Corvallis’ identity and economy. By advocating for transparency and fairness, we aim to ensure that noise regulations serve both residents and businesses equitably.

Objective standards could include decibel measurements taken at specific locations and times, allowing for consistent and impartial enforcement. Clear guidelines will benefit everyone by reducing confusion and dispute, allowing both coexistence and collaboration between vibrant businesses and peaceful residents.

The amendment will strengthen Corvallis' standing as a music-friendly city, encouraging new talent and cultural events while ensuring residents' peace is respected. Every business should have the opportunity to contribute positively without fear of arbitrary enforcement actions.

The city council has discussed briefly about the noise ordinance both at the Monday meeting as well as yesterday's work session. We haven't made solid decisions yet, but we have put in place some changes that should hopefully ease the community's concerns. I hope you will understand that since this subject may come up at City council for a vote at some future date government ethics dictate that I not comment on the petition as that would indicate preconceived bias. Changes in ordinances usually have hearings with all sides presenting arguments. It would be unwise for me to publicize a vote until after I hear both pro and con.
