Revise the "Adults-Only" Rule at Fairfield Aquatic Center
The Issue
The current regulatory practice at the Fairfield Aquatic Center, located in Fairfield, Ohio, USA, stipulates that for 15 minutes every hour, the entire pool must be exclusive for adult use, regardless of the presence or absence of adults at that time. This rule inhibits the fair utilization of pool resources by all demographic groups, particularly children.
Swimming pools are public spaces intended to provide necessary recreation and health benefits to the community; their use should not be constrained by policies that fail to maximize community benefit. According to the American Journal of Public Health, access to public swimming pools can contribute to improved mental and physical health. However, adhering to a rule that shuts out children, the group most often utilizing the pool, for 15 minutes each hour decreases their overall access time by 25% daily. This is a significant reduction that impacts the children's physical activity and socialization.
We propose a modification to this rule. Instead of closing the entire pool to children every hour, we suggest designating a specific area of the pool as "adults-only" for 15 minutes every hour. This revision will allow adults to enjoy the pool without disturbance, while children continue their activities in other sections of the pool, thereby ensuring that the community enjoys time-effective, efficient pool use.
We call upon the Fairfield Aquatic Center supervisors, and the Fairfield Parks and Recreation Department, to revise the "Adults-only" rule in the interest of promoting equitable access to recreational facilities for all Fairfield residents.
