Revise Device ban across Humble ISD campuses

The Issue

We, the members of the Humble ISD community, believe that the current policy restricting the use of phones during school hours from bell to bell is harmful and counterproductive to the academic and social growth of the students.

Why This Matters:

Communication with Family: Students use their phones to stay in touch with their families and ensure safety during the school day, particularly after school hours or in emergencies. Things change throughout the day. What if a kid needs to organize a different ride home? What if a kid forgot sports equipment or a uniform at home? What if there is an emergency at school, and a kid has no access to their device because it was taken up by admin? We’ve had numerous instances of weapons and lockdown on campus. Imagine how much worse those outcomes could’ve been if there were no access to phone to report these instances to the proper authorities


Educational Resources: Many students rely on smartphones, iPads, laptops, etc., for educational apps, research, and collaboration on class projects. Most campuses do not  harbor enough school devices for every student to be able to use them. It’s 2025; most lesson plans account for the fact that there will be devices available for use!


Mental Health and Well-being: Phones have become a necessary tool for mental well-being. They prove to provide access to support networks, relaxation apps, and communication with peers. Anxious students who rely on their phones for help won’t have an outlet that could be beneficial to their well-being. Not all staff members will be aware of a student's IEP or 504 plan, meaning a student's phone could be wrongfully confiscated and could lead to serious repercussions on their end.


Respecting Students: Students, especially at the high school level, should be trusted to make responsible decisions regarding their phone usage, especially during non-instructional times like lunch, passing periods, and study halls.


We propose that:

Phones SHOULD be allowed during lunch, passing periods, and designated free time during classes.


Clear guidelines should be established for appropriate phone use during class, with the option for teachers to decide based on their lesson plans. 


A policy that recognizes the importance of responsible phone usage, encouraging self-regulation rather than complete restriction.


By signing this petition, we urge the Humble ISD administration to consider revising the current policy in a way that respects the needs and rights of Humble ISD students.
