The Issue

In September 2025, North Yorkshire Council implemented a significant change to its Home to School Transport policy. This change eliminated the term 'Catchment' from the policy, thereby altering the criteria for eligibility for free school bus passes. Under the revised policy, children are only granted a free school bus pass to their nearest school, rather than the nearest catchment school.

This modification has placed an undue financial burden on families, specifically those residing in Brotherton & Byram. Before the policy shift, families in these areas could send their children to Sherburn High School without incurring transportation costs, as it was recognized as their nearest catchment school. Now, however, these families are facing an annual expense of £818 for a bus pass to attend the same school.

The impact of this policy change is profound, affecting both economic and educational aspects of community life. For many families, the additional expense is substantial and may lead to difficult decisions about their children's schooling options. It can limit their access to education and equal opportunities, potentially forcing some to consider schools that are not the most suitable for their child's needs.

North Yorkshire Council's policy should be fair, equitable, and considerate of the unique circumstances of each community. We believe that a review of this policy is necessary and urgent. The previous system, which took 'catchment' schools into account, provided more flexibility and better served families by aligning school transport options with community schooling structures.

By signing this petition, you are urging North Yorkshire Council to reconsider its policy, restore the consideration of catchment areas, and alleviate the financial pressure on families affected by this change. Together, we can advocate for a fairer transport policy that supports our children’s educational needs and ensures accessibility for all. Please sign this petition to help bring about this crucial change.
