Review Mongolia’s inclusion in the U.S. Visa Bond Pilot Program
The Issue
The United States and Mongolia have shared a strong and trusted partnership for more than three decades. Built on democratic values, mutual respect, growing trade, defense cooperation, joint military exercises, and people-to-people ties, this relationship has become one of Mongolia’s most important international partnerships. The Millennium Challenge Compact stands as a lasting symbol of the United States’ support for Mongolia’s development and democratic progress.
We respectfully call for a review of Mongolia’s inclusion in the U.S. Visa Bond Pilot Program. While we fully understand the United States’ sovereign right to enforce its immigration laws and address visa compliance concerns, we believe Mongolia’s longstanding friendship and close partnership with the United States merit careful consideration.
According to FY2024 DHS overstay data, Mongolia’s B1/B2 figures were 13,595 total admissions / expected departures, 371 overstays, and an overstay rate of 2.73%. We are concerned that bond requirements of $5,000, $10,000, or $15,000 may discourage lawful short-term travel by Mongolian citizens for legitimate purposes, including business, tourism, family visits, educational exchange, and professional engagement.
These exchanges have long strengthened mutual understanding and reinforced the close ties between our two nations. We respectfully urge the U.S. government to consider a more tailored approach for Mongolia, including practical alternatives such as a qualified third-party guarantor mechanism or other workable compliance arrangements that support the policy’s objectives without creating unnecessary burdens for bona fide travelers.
We submit this petition in a spirit of friendship, respect, and confidence in the enduring partnership between the United States and Mongolia.
