The Issue

Request for Review of Sentence, Constitutional Concerns, and Sentence Modification
To the United States District Court, Appropriate Reviewing Authorities, and All Concerned Officials:
On behalf of Parole Pathways, I am writing with urgency, compassion, and deep concern regarding Bryan Eagles #75897, who is currently incarcerated at High Desert State Prison.
Mr. Eagles is serving four life sentences without the possibility of parole. We respectfully ask that the legality, proportionality, and circumstances surrounding this sentencing structure receive a thorough and independent review.
According to the information provided to Parole Pathways, no person died in the underlying incident. The matter arose from what has been described to us as a physical altercation or bar fight. We understand that Mr. Eagles’ case has already reached the federal level, and we are asking that the complete record—including the underlying facts, convictions, sentencing statutes, enhancements, and any constitutional issues raised in his federal proceedings—be carefully examined.
We recognize that courts must consider the law and the complete record, and we do not ask anyone to disregard the seriousness of criminal conduct. Bryan himself understands that fighting was wrong. He understands that his decisions had consequences, and he recognizes that he needed to change his life.
But accountability and hope should not always be mutually exclusive.
Four life-without-parole sentences mean that Bryan has effectively been told that no amount of growth, rehabilitation, work, maturity, or positive change will ever matter. For a case in which, according to the information available to us, no life was taken, that deserves serious scrutiny.
Bryan has now been incarcerated for approximately 14 years. During those years, he has demonstrated that he is capable of living differently. He is currently housed in a workers unit at High Desert State Prison, where he spends his time working and attempting to remain productive. We are informed that his most recent institutional disciplinary matter involved refusal of housing and occurred more than four years ago. He has not spent these years continuing the same behavior that brought him to prison. He has been working to demonstrate change through his conduct.
Fourteen years is a substantial amount of a person’s life. It is enough time for a person to look back at who he was, recognize his mistakes, mature, and understand the value of an opportunity that he may not have understood before.
Bryan is not asking anyone to pretend that the past did not happen.
He is asking for the opportunity to show that his past does not have to be the only thing that defines his future.
There are people outside those prison walls who love him, miss him, believe in him, and continue to wait for him. His friends and family have not forgotten him. Parole Pathways has not forgotten him either.
If Bryan is ever afforded an opportunity for release, he has represented that he has stable housing available, unemployment benefits or financial support available to assist with his transition, and a reentry structure to help him become a productive and law-abiding member of society. He would not be returning to the community without a plan.
We therefore respectfully request that the appropriate reviewing authorities examine:
The complete sentencing record and statutory basis for the four life-without-parole sentences;
Whether the sentences and any enhancements were lawfully imposed;
Whether any constitutional issues exist regarding the convictions or sentencing proceedings;
Whether the sentence imposed is disproportionate when considered against the conduct, convictions, and complete factual record;
Whether any available federal or state post-conviction remedy, resentencing mechanism, modification, clemency process, or other lawful avenue could provide meaningful review; and
Bryan’s approximately 14 years of incarceration, institutional conduct, work history, rehabilitation, support system, and reentry plan as part of any proceeding in which those considerations are legally relevant.
We also intend to explore the creation of a community petition in support of meaningful review and sentence reconsideration, so that Bryan’s family, friends, supporters, and members of the community may have an opportunity to stand behind him and respectfully ask that his case receive another careful examination.
We are not asking for special treatment. We are asking for meaningful review, fairness, proportionality, and consideration of the human being who has spent the last 14 years living with the consequences of his decisions.
A person can make a serious mistake and still be capable of becoming a better man.
Bryan knows he cannot return to fighting. He knows that if he is ever given another opportunity, he must live differently. His actions inside the institution should be examined alongside the man he was when this case began.
A sentence that ensures a person will die in prison deserves the highest level of scrutiny.
Please look into Bryan Eagles’ case. Please review the record, the sentencing structure, his federal proceedings, and every lawful avenue that may be available to him. If an error occurred, it should be corrected. If a lawful mechanism exists to reconsider or modify his sentence, we respectfully ask that it be seriously evaluated.
Fourteen years have already passed.
His family has spent fourteen years without him. His friends have watched fourteen years disappear. Bryan has spent fourteen years behind prison walls trying to become someone better than the person who entered them.
We are simply asking that someone with the authority to review this case look again.
Parole Pathways stands behind Bryan every step of the way. We will continue advocating for a fair and lawful review, supporting his rehabilitation, and standing alongside the family and friends who continue to hope that one day Bryan will be given an opportunity to come home.
