Reverse the West & East Greenwich LTN (11-24 West and East Greenwich)

The Issue

We, the undersigned, are a group of local residents opposed to the West & East Greenwich Neighbourhood Management Scheme.

We are calling on Cllr Averil Lekau, in her capacity as Cabinet Member for Climate Action, Sustainability and Transport, to reverse the current Experimental Traffic Order (ETRO) for the following reasons:

1. Overwhelming opposition

The scheme was rejected by up to 79% of local residents and businesses during consultations. While the council claims to have made changes in response to feedback, these adjustments have failed to address the fundamental issues raised by the community. The scheme still threatens to create an environmental and social disaster, as it continues to:

  • increase pollution on boundary roads
  • divide communities by restricting access to homes and services
  • disproportionately harm vulnerable groups, including families, children, the elderly, and residents with disabilities

Residents feel that their concerns have been ignored, and the limited changes made do not reflect the overwhelming opposition expressed during the consultation process

2. Health and pollution impacts

The displacement of traffic onto boundary roads like Blackheath Hill (which sees 33,000 motor vehicles daily in accordance with the council’s latest published traffic figures dated September 2022) and Woolwich Road - already both in breach of WHO pollution limits - will worsen air quality. These areas, home to sensitive populations such as adults and children with chronic respiratory conditions, face increased exposure to harmful pollutants. Additionally, Charlton is now seeing displaced traffic passing Fossdene Primary School, endangering children and staff.

3. Confusing signage and safety concerns

Ambiguous, poorly positioned, and confusing signage is creating dangerous turning points across East and West Greenwich, including Westcombe Hill, Vanbrugh Hill, Maze Hill, and Royal Hill, near James Wolfe Primary School, which houses a deaf centre. This has led to increased congestion and safety risks for vulnerable children.

4. Exacerbating inequalities

The scheme shifts traffic and pollution into already disadvantaged neighbourhoods, further exacerbating social inequalities, including Blackheath Hill, which is home to over 58 per cent of social housing tenants, while benefiting more privileged areas.

We urge Cllr Averil Lekau to reverse the ETRO and take immediate action to address the concerns of the community.

We also call on our MPs, Matthew Pennycook and Clive Efford, to support this petition and advocate for a fair resolution that prioritises the well-being of Greenwich residents.
