PETITION SUMMARY & STATEMENT OF INTENT
We, the undersigned residents and homeowners of Penn Township, respectfully petition the Board of Commissioners and Township Committees to evaluate and enact policy changes regarding safety and quality-of-life concerns in our neighborhood:

Retention Basin Fencing Standards (Safety & Natural Surveillance):
We request that Penn Township amend its stormwater and subdivision fencing standards to permit see-through, unclimbable alternatives (such as commercial black vinyl-coated chain link or pool-code-compliant aluminum/steel vertical pickets) in lieu of solid vinyl privacy fencing around retention ponds. While physical barriers are necessary, solid vinyl eliminates line-of-sight into basins. If a child, pet, or vulnerable resident breaches the barrier, neighbors and passing pedestrians on the sidewalk cannot see them to render aid. Open-sightline barriers preserve child safety, maintain natural surveillance, eliminate blind sidewalk corridors, and blend with the natural environment.
