Dogs are social and intelligent animals, deserving of environments that allow for free movement, mental stimulation, and comfort. Yet, the act of tethering them on short chains or leashes for prolonged durations not only inflicts physical harm but also causes severe psychological distress. In addition to the risk of heatstroke, hypothermia, and even strangulation, these animals suffer from loneliness, anxiety, and depression.
According to the Humane Society of the United States, tethered dogs can become aggressive due to frustration, making this not only an animal welfare issue but also a public safety concern. States like California and Texas have already enacted legislation that limits the length of time and conditions under which dogs can be tethered, setting an example for other areas to follow.
In light of these facts, we urge our local policymakers to implement a law that restricts the tethering of dogs on short chains or leashes for extended periods. This law should define acceptable tethering conditions, specify maximum tether lengths, and impose penalties on those who fail to comply.
