These modes of transportation, while offering convenience and eco-friendliness, also pose significant safety risks, especially when operated by individuals lacking proper traffic safety training and driver education.

Statistics show that adolescents under the age of 16 often do not possess the level of maturity or the cognitive and motor skills required to navigate these vehicles safely at motorized speeds. According to a national study by the Insurance Institute for Highway Safety, adolescents are three times more likely to be involved in vehicular accidents than adults, raising substantial concerns about their ability to responsibly and safely operate e-bikes and scooters.

In Newton, we've witnessed an alarming increase in accidents and near-misses involving younger riders who are not fully aware of the rules of the road. This not only poses danger to the riders themselves but also to other pedestrians, cyclists, and drivers who share these public spaces.

We believe that by enacting a policy to restrict the operation of e-bikes and motorized scooters to individuals aged 16 and older, we can significantly reduce these incidents and promote a safer community.
