Restore Public Privilege to the Clifton Park Planning Board

The Issue

We, the undersigned residents of Clifton Park, NY call for a change to the current Planning Board procedures to ensure a more transparent and effective planning review process. Every two weeks, the Clifton Park Planning Board holds a meeting to assess the merits and feasibility of individual projects proposed by developers. In the past, the Board has allowed the public to speak and comment on every project proposal listed on its agenda at all regular meetings. However, over the last year, the Chair has limited comments by the public to  Public Hearings which are scheduled toward the end of the review process after SEQR action by the Planning Board has occurred.  This restrictive policy  eliminates the opportunity for public input in the critical early design stages of the proposed project severely limiting constructive feedback and helpful suggestions from the public to the Planning Board and applicant.  In addition, it allows the developers to dominate the planning review process.

Under New York State law, the Town Board determines all functions of the Planning Board. Therefore, we respectfully request that the Town Board direct the Planning Board to restore a Public Privilege segment to the agenda for each project discussed at all regular meetings.  Within this Public Privilege segment, each speaker will have up to five minutes to comment.  These changes will lead to more transparency, improved decision-making and a better community for all.
