The Issue
This is important because Connecticut restricted Earned Wage Access and cut off access for me and countless others from being able to receive our paychecks early.
In late 2023, The Connecticut Department of Banking (DOB) released guidance to re-classify Earned Wage Access (EWA) products as loans, effective January 1, 2024. Thousands of Connecticut residents joined with EWA providers like EarnIn to ask the Connecticut Department of Banking for an extension of time to allow EWA providers to make changes to their products before the new rules and regulations went into effect. However, the Connecticut Department of Banking ignored those pleas, which left thousands of Connecticut residents without the ability to access to their wages beginning on January 1, 2024. This reclassification has caused significant hardship for countless workers who depend on EWA to manage their day-to-day expenses. EWA services are crucial because these services allow working people to access their earned wages when they need them most, without the high fees and interest associated with loans.
