2..Union Education Minister Dharmendra Pradhan ji statements regarding Ph.D qualification which is NOT required for teaching at UG level. Only those who wish to pursue or guide research & for further promotions, Ph.D should be made necessary till the post of Assistant professor.
3.Public notice issued with No.NMC/MCi-34(41)/UGMEB-Med./2020/123666 National Medical commission (Under Graduate Medical Board) dated 28.10.2020 stating Establishment of Medical college Regulations, (Amendment), 2020” have been finalized and being published in Official Gazette.

6.Govt. of India, Ministry of Health and Family welfare Loksabha, Unstarred question number; 2009 Answered on 21-12-2018 Medical council of India stated, the provision to appoint persons with MSc Qualification as Non Medical Teachers in five non clinical departments-non medical approved MSc qualification shall be sufficient qualification for appointment as an Assistant Professor in the subject concern - (strictly violated now)**.

** With due respect, this is to bring to your kind notice and perusal that National Medical Commission is introduced by the Indian government replacing MCI and BOG-MCI for drastic changes in Health & Medical family welfare team of India. Under this NMC acts as a overarching body which is framed for creation of policies and coordinate activities of four autonomous boards for a progressive legislation ensuring probity, quality education and providing wider access to people for quality health care.
** I would like to bring to your kind notice that, a false impression is being created towards MSc non-Medical course which started in Indian Medical Institutions act and its affiliated Govt. and private Universities, Since 1956’ and around 10,000 or more MSc non-medical teachers in the preclinical subjects graduated, which were included since the first schedule of Indian Medical Council Act, initially they were postgraduate courses for the doctors. Since there were no takers, they were offered to non-doctors (MSc non-Medical).
** Offer equal Job opportunities, for MSc Non-Medical teachers as per the eligibility and qualification criteria for the non-medical teachers specified in schedule 1 clause 2 of MCI’s Teacher Eligibility Qualification Guidelines till 2020 (i.e., in MCI & BOG-MCI). Now the same is transformed from 30% / 50% to 15 % as published in schedule-II Staff Requirements point no. 5 of the NMC document displayed in NMC website, India which has been finalized and being published in Official Gazette (REF2).
** Based on the representation received from General secretary, All India Pre & Para clinical Medicos Association(AIPCMA), Chopasani Housing board, Jodhpur Rajasthan dated 07/02/2018 with R.No.OC2/2018/44 dated 16.2.2018 agenda is prepared and the Board of governors considered the report of subcommittee of MCI along with representations from AIPCMA and cancelled the proposal of omission of Rule 2 from schedule of Minimum qualifications for Teachers in Medical Institutions for Teachers in Medical institution Regulations 1998 and said that they cannot be acceded.
** MSc Non-medical teachers till now continuing in Departments of Anatomy, Physiology, Biochemistry. Microbiology and Pharmacology graduated with Basic sciences and underwent entrance Exams and topped for joining in above mentioned courses whose Eligibility criteria were created and mentioned by Indian Medical act since 1956 and is been accepted by parliament since decades with existing regulation about 30% / 50% till the arrival of NMC bill which is the livelihood of thousands of non-medical teachers.
** The transition of speaking order from Secretary – NMC i.e., the document available in the NMC website with Ref 3 published in official Gazette reduced the appointment of MSc Non-medical teachers from 30% / 50% to 15 % only in departments of Anatomy, Physiology, Biochemistry and there is no mention of Microbiology and Pharmacology departments as published in schedule-II Staff Requirements point no. 5 which is a serious threat to the MSC Non-medical teachers and their families who lose their employment and livelihood due to the unanimous biased decisions
** Instead of providing opportunities, growth, dignity, safeguarding our job insecurity, discrimination, underpaid, denied employment or overwork in the Medical colleges, NMC with out considering facts reduced MSc Non-Medical teachers to 15%.
** Recently Honble Union Education Minister Dharmendra Pradhan ji said that Phd degree is not required to become a Assistant Professor and clearly stated that Phd is mandatory for posts of Associate and professor level and they rectified the present order Ref 2
** BOG-MCI clearly noticed the discrimination towards Msc/PhD qualification and immediately released Gazette by advising and offering equal opportunities for providing Examinership to Msc/PhD qualification in preclinical subjects at par with MD Ref7
** As per the request seeking clarification from MCI regarding qualification and the confirmation of eligibility for the post of Assistant professor to Msc medical teacher No.MCI-12(1)/2015-TEQ/121167 dated 10.07.2015 clearly stated that Msc medical degree with experience itself is enough for the post of Assistant professor. Ref8
** Kindly make our appointment and weightage compulsory and not optional. Sincerely requesting NMC to also maintain nation wide data registry for MSc Non-Medical Post-Graduates/ teachers as of Doctors and finally humbly reminding and requesting you to observe that we are awarded Msc Medical degrees( Anatomy, Physiology, Biochemistry,Microbiology& pharmacology) under FACULTY OF MODERN MEDICINE in all recognised universities with three years course .
