Require Pre-Submission Neighborhood Meetings for Developers in La Grange, IL (Provision B)

The Issue

At the La Grange Plan Commission Meeting on 1/13/2026, we will propose an amendment to the La Grange Zoning Code, requiring a developer to meet with the neighboring property owners prior to submitting their design development application. 

When personally faced with being the neighbor with the proposed 112 Burington development, it became evident how overwhelmingly difficult it is for single-family homeowners to adequately understand and defend themselves against planned developments that could significantly impact their properties.  This is our attempt to make the process easier for the next person in our shoes and to even the playing field as much as possible between a single-family property owner and a larger developer.   

In Oak Park, there's a forward-thinking requirement for developers: they must hold a meeting with neighborhood residents before submitting their planned development application. This initiative opens up a crucial line of communication between developers and the local community, ensuring that the neighbors are not left in the dark about impending projects.

This meeting allows residents to gain insight into what’s being planned in their neighborhood, facilitating a transparent exchange of information. It offers them a direct platform to express their thoughts, concerns, and any queries to the developers. By mandating this interaction, developers are given the opportunity to demonstrate that they are taking the local community's needs into account, potentially reducing misunderstandings and fostering a cooperative environment.

The significance of these meetings cannot be overemphasized. They serve as a vital source of information for the affected residents, offering clear details about what’s to come, including where to access design plans and who to contact for more information. Restricting these discussions to properties within a 300 feet radius of the proposed development ensures that those most likely to feel the impact of the new development are the ones whose voices are heard and whose concerns are addressed.

Implementing this requirement more broadly would strengthen community bonds and enhance the planning process by creating a space for dialogue and understanding between developers and residents. It not only supports informed participation but also aligns development projects closely with the needs and interests of the community.
