Require Platforms Like Wikipedia and Fandom to Ban Anonymous Users from Contributing

The Issue

I am calling on the Federal Trade Commission (FTC) and platform staffs at Wikipedia, Fandom, and similar sites to take immediate action against anonymous user abuse by banning all logged-out users from editing content or messaging others.

Online platforms that allow guest or anonymous users to post, edit, or message others without verification have created a space where harassment and trolling thrive. These users can evade bans by changing their IP addresses or creating new identities—often targeting the same victims repeatedly.

I have personally been the victim of ongoing targeted harassment by the same troll who continues to come by new IP addresses to send me rude, threatening, and hostile messages. Despite the staffs of the platform taking their best action they could do, the user always finds a way to return. This cycle has deeply affected my mental well-being and made me feel unsafe.

We believe it is time for real change.

We demand the following actions:

  • Platforms must ban anonymous (logged-out) users from editing content or messaging others.
  • Require account login and identity verification for users who wish to interact with communities or contribute to content.
  • The FTC and other regulators should investigate platforms that fail to protect users from repeated harassment.
  • Clearer and stronger content moderation rules must be put in place—and enforced.

Online abuse is real! Vulnerable users—including young people—deserve to feel safe on the platforms they use every day!
