The Issue
Every year, as winter descends, the issue of homelessness becomes increasingly dire, culminating in the activation of the Severe Weather Emergency Protocol (SWEP) when temperatures plummet to 0 degrees Celsius or below. However, this approach overlooks a crucial aspect of winter weather: the "feels like" temperature. The MET Office provides this important data, considering wind chill and other factors that can make it feel much colder than the actual temperature reading. Yet, despite this data being available, it is not currently mandated in the SWEP protocol activation criteria across many local authorities in the UK.
This oversight can have devastating consequences, and I speak from a personal perspective. As a concerned citizen and professional in this industry, it is deeply troubling to witness vulnerable individuals left exposed to harsh weather conditions simply because the thermometer hasn't reached the critical point. The reality is that the "feels like" temperature often reflects the true experience of cold. When strong winds or high humidity compound the chill, the impact on the human body is just as severe—sometimes more so. By not accounting for this, local councils are inadvertently placing people at risk, increasing the likelihood of hospital admissions and, tragically, unnecessary deaths.
A uniform national framework is needed where all local authorities adhere to a SWEP criteria that includes the "feels like" temperature as a factor. This change isn't just logical—it's a moral imperative. Already, the NHS faces immense pressure during the winter months, with Accident and Emergency departments burgeoning with cold-related admissions. According to the NHS, cold weather exacerbates conditions such as asthma and cardiovascular diseases, making swift and humane intervention critical.
Furthermore, integrating "feels like" temperature into SWEP guidelines would be a step towards more compassionate governance. The goal should always be to provide for our most vulnerable citizens. With predictions of harsher winters looming, hesitation and delays can result in lives lost.
The time to act is now. This petition calls on the government to create a mandatory national framework for SWEP activation that takes the "feels like" temperature into account.
