During the Decatur City Council meeting on June 20, I witnessed a concerning display of disregard for professional expertise as our newly appointed City Planning Director, Chad Bowman, was unjustly challenged. Council Members Bullard and Werstler  questioned Mr. Bowman's understanding of data center technology, water and power requirements, indirectly undermining his extensive experience as an urban planning  qualified professional. This insinuation disregards the substantial knowledge and expertise Mr. Bowman brings to Decatur, and it's crucial for our community to acknowledge and address this behavior.

The City of Decatur is facing significant decisions regarding the future development and regulation of data centers—facilities that provide essential services in our digital age but come with unique infrastructure demands. Implementing a comprehensive zoning strategy, as recommended by the Decatur Planning Commission, ensures that data centers are developed responsibly, benefiting both the community and the environment. Regulating these centers is crucial to managing the increased demand on our local resources, be it energy or water, and preventing unchecked development that could lead to unintended consequences.

The recommendations provided by the Planning Commission are not arbitrary; they are well-researched strategies based on empirical evidence and foresight into community impact and resource management.  These recommendations were  developed by the Zoning Text Amendment Committee in partnership with Decatur’s long standing  land use and zoning consulting firm, Clarion Associates. Ignoring these recommendations risks creating an environment ill-prepared for the economic and environmental demands posed by burgeoning data technology.

By implementing specific zoning laws for data centers, Decatur can maintain a balance between technological advancement and sustainable growth. It empowers local governance to make informed decisions while respecting expert recommendations and upholding transparency. This zoning would include evaluating site locations to minimize environmental disruption, ensuring energy-efficient infrastructure, and maintaining adequate water resource management.

We call upon the Decatur City Council members to vote no on Ordinance No. 26-4647 and revisit approval of the full recommended Zoning Text Committee recommendations. The City Council members should  reflect on the professionalism and recommendations from its Planning Commission and take decisive action by adopting data center zoning ordinances. With robust zoning laws in place, Decatur can become a model for other communities facing similar challenges, promoting both technological progress and community well-being.
