Require Changing Tables in Every Idaho Public Restroom

The Issue

After once AGAIN having to change my 13 month-old daughter on a public floor because the restaurant I was at did not have a changing table in either restroom and it was too cold outside to change her in the back of my car, I knew I needed to get the ball rolling for change here in Idaho. 

Per the BABIES Act, all federal buildings are required to have a changing table be accessible in both male and female restrooms (https://www.congress.gov/bill/114th-congress/house-bill/5147).However, the legislation does not include other places of public accommodation (i.e "restaurants, hotels, theaters, doctors' offices, pharmacies, retail stores, museums, libraries, amusement parks, private schools, and day care centers." - ADA National Network - https://tinyurl.com/3jnchwnb

There are currently 15 states, either statewide or city-wide, who have legislation requiring infant changing tables be made accessible in public restrooms - Idaho is not one of the 15 (KoalaKare Legislation Page - https://tinyurl.com/34njcsjf )And with approximately 21,533 babies being born each year in Idaho (March of Dimes - https://tinyurl.com/427e53ec )the fact that changing tables are not required in all public restrooms in Idaho is unacceptable.

Idaho NEEDS to require that all public restrooms in all places of public accommodation have infant changing tables readily accessible.
