Require Baby Changing Stations in All Minnesota Public Restrooms

The Issue

During the 2025 Duluth Lions Pancake Day at Pioneer Hall DECC, my family and I faced a difficult situation: there was no baby changing station available in the restrooms. I was forced to hold my 18-month-old daughter with one arm while struggling to change her diaper with the other. It was a frustrating and challenging moment that highlighted a critical oversight in public restroom facilities.

The lack of baby changing stations in public restrooms is a common issue for parents across Minnesota. This oversight not only causes inconvenience but also poses safety risks for both children and parents. Public facilities should accommodate all visitors, including families with young children. The absence of baby changing stations in public restrooms doesn't just make outings more difficult—it sends a message that families are not a priority.

Research indicates that nearly 4 million babies are born in the United States each year, with Minnesota contributing a significant portion. Each new addition to our society brings a need for adequate facilities that support family needs. While businesses and public places aim to create welcoming environments, overlooking essential amenities such as baby changing stations contradicts this goal.

House File 3222, co-authored by Representative Jamie Long, and others, was introduced to require all public buildings in Minnesota with restrooms to provide baby diaper changing stations. Although this bill did not pass, it highlighted the importance of this issue. To keep the momentum going, I have written to Representative Jamie Long to thank him for his leadership, and to Representative Natalie Zeleznkar, my district representative, encouraging her to support or co-author new legislation on this critical family-friendly issue.

I have also reached out to Duluth Mayor Roger Reinert and Governor Tim Walz, who oversees appointments to the DECC Board, urging them to ensure that venues like Pioneer Hall DECC are equipped with baby changing stations. Additionally, I have started a petition on Change.org to gather community support for this important cause.

By mandating the installation of baby changing stations in all public restrooms, Minnesota can lead the way in supporting family-friendly environments. This small but significant adjustment will make life easier and safer for countless parents and caregivers. Moreover, it would reflect a societal commitment to inclusivity and support for families, creating more welcoming and accommodating public spaces.
