Having been bitten by a dog in the past and seeing attacks happen more frequently, I am proposing that all dogs are to be on leads in all public spaces. This is to help reduce dog attacks and ensure public safety. 
Public spaces includes open spaces. Dogs can be off leads in designated 'Dog Parks'.

I love dogs but not all owners can be trusted to control their dogs. Dog owners will always state that their dog "doesn't bite", until it happens.
By helping reduce dog attacks, we will also reduce the number of dogs being put down under the dangerous dog act, due to less attacks taking place.

I am sure all parents can relate to the fear of a dog running up to their child and attacking them - I can not sit here and let this happen to anyone.

It is time for dog owners to take responsibility and ensure their pets are under control at all times.
