Require 45 Minutes of Daily Recess in Henrico County Elementary Schools

Students deserve breaks to move their bodies outdoors. It is developmentally inappropriate for children to be asked to sit and pay attention for as long as schools are requiring, and yet, this is a common scenario in Henrico County elementary schools. In Richmond, VA, the current approach to recess is insufficient, and our children are missing out on vital opportunities to recharge, socialize, and engage in physical activity.

Childhood is a crucial time for development, both mentally and physically. Numerous studies indicate that regular, unstructured play is essential for children's emotional well-being, social skills, and academic performance. A study by the American Academy of Pediatrics highlights that recess promotes not only physical health and well-being but also improves attentiveness and cognitive performance. Yet, despite these benefits, recess is often limited and sometimes replaced by other activities.

This petition urges Henrico County Schools to allot 45 minutes of daily recess for students at the elementary level. Furthermore, during indoor recess, devices such as tablets and phones should not be permitted, encouraging students to engage in creative and physical activities that do not rely on screens. The restriction of screen time during recess will help address the concerns of excessive device usage and promote healthier habits among our children.

Recess is not a mere break from learning; it is a fundamental component of a well-rounded education system. I wholeheartedly agree—children deserve adequate time to move their bodies, connect with peers, and recharge throughout the school day. As a Henrico County School Board, I will follow up with my fellow Board members to discuss opportunities for expanding recess time in our elementary schools. Creating learning environments that meet the developmental needs of children is a shared responsibility—and community involvement helps drive that conversation forward. When the organizers first reached out to me about this idea a few months ago, I immediately put them in contact with our Elementary Directors who work with principals to make elementary schedules and guidelines around things like recess. As a mom whose kids just finished elementary school last month, I know how important recess, movement, and unstructured play time are for kids. However, as a School Board, we do not oversee operational decisions like this one which lie with the Superintendent. I know the Superintendent and her team have been looking into what solutions may be feasible for Henrico. Respectfully, Marcie
