The Issue
Request to Deny Woodland Grove PUD – 120 Townhomes; 53 small lots; 50000 square feet, Commercial on 51.56 acres
The proposed PUD would rezone 51.56 acres of agricultural land along South US 421—across from the Fox Run subdivision and adjacent to rural equestrian properties—for high-density development. This land was previously included in a proposal known as The Reserve at Union Woodlands, which was denied due to similar concerns. The Woodland Grove PUD reintroduces this site with even higher density and more significant impacts. We believe this proposal constitutes spot zoning and leapfrog development and would introduce an intensity of use that is incompatible with the surrounding community.
While we support responsible, well-planned development, this PUD does not meet those standards.
Excessive Density
The proposed density is eggriously dense compared to the surrounding area and is discouraged in the current comprehensive plan.
Infrastructure and Traffic Impacts – Too much, too fast
US 421 already presents safety challenges. This development would generate substantial additional traffic without fully accounting for nearby approved and proposed developments—including Union Woodlands, Bradley Ridge, and Maple Lane Club, and others which together represent over 1000 additional residences. A comprehensive, corridor-wide traffic analysis has not yet been completed. The scale of the proposed development raises concerns regarding the emergency capacity of the Boone County Sheriff’s Office, Zionsville Police, Zionsville Fire Department, and EMS to adequately serve the area, particularly given its rural context.
Conclusion
This decision will shape our future with precedent setting density allowance having generational impact. We respectfully request that the Zionsville Plan Commission issue an unfavorable recommendation and that the Zionsville Town Council deny approval of the Woodland Grove PUD.
