Petition: Independent Review of the RISE Recovery Intervention Service Location at Southall Town Hall
We, the undersigned residents, businesses, and members of the Southall Chambers of Commerce, are calling upon Ealing Council to commission an independent and evidence-based review of the current location of the RISE Recovery Intervention Service at Southall Town Hall.

Many residents and local businesses have expressed concerns regarding crime, anti-social behaviour, and public safety in the vicinity of Southall Town Hall. Local traders report that the perception of reduced safety has discouraged families, visitors, shoppers, and other members of the public from visiting the area, contributing to a decline in customer footfall and adversely affecting local businesses and community wellbeing.

We fully recognise and support the vital role that the RISE Recovery Intervention Service plays in helping individuals affected by addiction and supporting their recovery. Access to high-quality recovery services is essential and should continue to be available to those who need them.

However, concerns have been raised by members of the community regarding whether the current location is the most appropriate setting for delivering these services while also maintaining public confidence, supporting the local economy, and ensuring the wellbeing of all who use Southall Town Hall and its surrounding public spaces.

We therefore respectfully request that Ealing Council:

Commission an independent, transparent, and evidence-based review of the impact of the current location of the RISE Recovery Intervention Service.
Assess whether the current location has any measurable impact on public safety, anti-social behaviour, community wellbeing, public confidence, and the vitality of local businesses.
Engage with residents, businesses, service users, healthcare professionals, community organisations, and other relevant stakeholders as part of the review process.
Publish the findings of the review together with any recommendations and proposed actions.
If the independent evidence demonstrates that the current location is unsuitable or adversely affects the community or the effective delivery of recovery services, identify and relocate the service to a more appropriate clinical or healthcare setting that better serves both service users and the wider community.
Our request is not directed against individuals who rely on recovery services. Rather, it seeks to ensure that essential healthcare services are delivered in the most appropriate environment while balancing the needs of service users, local residents, businesses, visitors, and the wider Southall community.

A transparent and independent review will help establish the facts, strengthen public confidence, support evidence-based decision-making, and promote a safer, healthier, and more prosperous Southall for everyone.

We respectfully ask Ealing Council to act without delay by commissioning an independent review and implementing its recommendations where appropriate.
