Request Full Impact Review for the Proposed 1500 Lander Avenue Development in Turlock
The Issue
We, the undersigned residents and community members of Turlock, respectfully request that the Planning Commission and City Council carefully review the proposed development at 1500 Lander Avenue before granting final approval.
While we support the right of all individuals to peacefully practice their faith and gather as a community, we also believe the City has a responsibility to protect nearby residential neighborhoods from excessive impacts related to traffic, parking, noise, lighting, and daily operational activity.
According to the submitted application, the proposed facility is expected to operate daily from 5:00 AM to 10:00 PM and is located directly adjacent to residential homes. We ask the City to carefully evaluate the potential impacts of early morning and late evening activity on surrounding residents.
We respectfully request that the City:
- A complete Environmental and Traffic Impact Report is conducted by an independent third party, including peak-hour, weekend, and special-event analysis
- On-site parking is demonstrated to fully accommodate maximum occupancy without any reliance on surrounding residential streets
- Binding limits are placed on hours of operation, including restrictions on early morning (pre-7:00 AM) and late evening activity where necessary
- Mandatory installation of substantial sound mitigation measures, including walls, setbacks, and buffer zones adjacent to residential property lines
- A fully engineered lighting plan is required to eliminate light spillover into nearby homes
- A legally enforceable neighborhood protection agreement is established, including compliance monitoring and enforcement mechanisms
- The project is redesigned or scaled if impacts cannot be mitigated to a level consistent with surrounding residential zoning standards
We respectfully ask the City to ensure this project is compatible with the surrounding residential neighborhood and that meaningful protections are in place before approval is granted.
