This petition is to request safety signage around Superland River Valley - a large preschool located near busy road crossings.

Dear LTA and other bodies responsible for road safety,

We are writing to press the case for traffic calming measures around the Superland Pre-School premises on River Valley Road (which is located at 336 River Valley Road).

Superland River Valley has 320 students ranging from infants to 6-year-olds. As such, there is an increasingly high volume of pedestrian traffic along River Valley Road and the crossing areas around Superland. Notably, a significant number of the young children attending the school and their carers, who are navigating the busy pavements (often shared with cyclists) and fast-moving traffic. Besides the fast-moving cars, there are many large vehicles such as buses and construction vehicles, as well as scooters and cyclists using these roads, making it particularly challenging to stay safe with small children in tow. Without signage that acts as clear forewarning, drivers who are unaware that they are entering this busy school zone are unable to make safer, more informed judgements.

We understand that the Superland school administration had previously made an appeal for traffic warning signs such as “School ahead - Children crossing” to be erected in the vicinity of the school zone due to the high volume of traffic in and around the area, as well as what has been observed to be drivers travelling at high speeds along that road – and that their appeal was rejected. The explanation accompanying the rejection was that these sorts of warning signs are reserved for primary school zones.

While we acknowledge that decisions about traffic calming measures need to be carefully considered from all perspectives, we request that LTA reconsider the decision not to implement any of the previously proposed traffic calming measures requested, on the basis that the signage is reserved for primary school zones.

We understand that the main function of erecting these warning signs is to decrease the likelihood of unaware drivers causing accidents involving young children in areas that are especially, or more prone to such accidents. As such, the decision on where to put the warning signage should not be predicated on whether it is a primary school zone or not, but rather on whether there are significant numbers of young children using the busy roads and crossings in that area.

In September last year, the Singapore Police Force (SPF) reported a rise of 11.8 per cent in traffic accidents leading to injuries or fatalities, from 3,169 in the first half of 2022 to 3,542 in the same period last year. The total number of injured and dead increased by 17.1 per cent, from 3,886 to 4,550. Just last week, the River Valley Superland community was deeply shaken by the tragic, fatal accident involving a 4-year-old Superland River Valley pupil just further up the road at Institution Hill. We are aware that the Superland administration has just submitted another request for warning signage, to which we the parents and concerned members of the community would like to add our firm support. We request that the LTA carefully consider what measures can be taken to improve the safety of the many children using those busy roads and crossings to get to and from the school to help prevent further accidents and tragedies in this area.
