The Issue

Malaysian consumers are increasingly using prepaid SIM cards not only for mobile phones, but also for CCTV systems, car dashcams, smart home devices, alarm systems, trackers, and other IoT technology.

However, many prepaid users are forced to frequently top up credit or subscribe to monthly plans (or the increasingly rare yearly plan) simply to keep their SIM cards active, even when these devices use very little data or are only needed for emergency or occasional connectivity.

This creates unnecessary inconvenience and cost. Many users even have to remove SIM cards from CCTV or IoT devices every month, insert them into a phone to make a call or use data to prevent account expiry, then reinstall the SIM card back into the device.

We call upon the Ministry of Communications, Malaysia to require all telcos in Malaysia to offer affordable long validity prepaid plans, such as 1-year or multi-year validity options, for consumers and IoT users.

Long validity prepaid options would provide significant benefits to consumers by:

* Reducing unnecessary monthly maintenance costs.
* Supporting wider adoption of smart and security technologies.
* IT and security technologies and requirements are being updated continuously. However, Malaysian telco companies and plans are still very profit orientated and not keeping up with current IT and security technology requirements.
* Improving convenience for elderly users and low-usage consumers.
* Reducing SIM card wastage and account expirations.
* Avoiding the inconvenience of repeatedly removing SIM cards from CCTV systems or IoT devices every month/XX months just to insert them into a mobile phone to make a call or use data in order to keep the account active, before reinstalling the SIM card back into the device.
* Encouraging more practical and consumer-friendly telecommunications services.
