Request for Legal Definition of “Grooming Gangs”
The Issue
I am writing to raise serious concerns about the lack of a legal definition for “grooming gangs” in UK law and the ongoing failure to properly track and address these crimes at a national level. This absence of clarity undermines both child protection efforts and public confidence in justice.
I think details of all of these perpetuators including all races, religions etc are important to find trends
I urge you to raise this issue in Parliament by:
1. Calling for a statutory definition of grooming gangs under criminal law.
2. Ensuring this definition includes:
• Group-based sexual exploitation of children.
• Organised or coordinated grooming, abuse, and coercion.
• Offenders acting in networks or loosely affiliated groups, regardless of their ethnic background or religious beliefs.
• Immigration status – including both legal and illegal immigrants – as part of data collection and monitoring.
3. Mandating the recording of the immigration status of all offenders, including rapists and those convicted of child sexual exploitation, to allow for transparent and effective statistical analysis.
4. Pushing for improved data transparency, including Home Office statistics that distinguish between individual abusers and organised group activity.
5. Ensuring immigration enforcement powers are used where relevant in the prosecution and removal of offenders who are not British citizens.
6. Guaranteeing that all child victims are treated equally, regardless of race or background, and that political sensitivities do not prevent justice or silence victims.
It is unacceptable that “grooming gangs” are widely referenced by officials and the public, yet remain legally undefined. This loophole allows inconsistent policing, insufficient tracking of patterns, and inadequate public protection. A clear definition would support better prevention, safeguarding, data collection, sentencing, and deportation where appropriate.
I ask that you consider submitting:
• A Written Parliamentary Question requesting that the Home Secretary define “grooming gangs” in statute.
• A request for a Westminster Hall Debate on this issue.
• Support for a Private Members’ Bill to create a legal definition and establish consistent policy across the criminal justice system.
I appreciate the sensitivity of this subject but believe avoiding clarity only worsens harm. I trust that you will support this call for greater protection of children, transparency in justice, and accountability regardless of ethnicity or immigration status.
