Subject: Request for an Independent Audit and Review of the International Humanitarian Fund’s Activities Related to Aid for Political Prisoners in Belarus
 
Dear Excellencies,

We express our deep concern regarding the systemic misuse of funds allocated to support political prisoners in Belarus.

In October 2024, an International Humanitarian Fund was established, operated by the Norwegian Helsinki Committee. Over the course of its activity, the fund has raised more than 2 million euros.

To this day, Belarusians have no clear information on whether such a legal entity as the International Humanitarian Fund actually exists, who manages it, and how implementing organizations are selected. It is known, however, that without any open competition procedures, the Office of Sviatlana Tsikhanouskaya recommended the organizations BYSOL and BY_HELP to the Norwegian Helsinki Committee as the main implementing partners.

In July 2025, the Norwegian Helsinki Committee publicly stated that the funds allocated by the Norwegian government to support Belarusian political prisoners under the BY_HELP initiative were most likely lost (embezzled) due to serious problems in financial management and the overall questionable organizational structure. The BYSOL Foundation has for many years faced numerous similar complaints — both from private individuals and from civic organizations.

It is important to note that this corrupt approach has led not only to the institutional degradation of implementing structures but also to the moral collapse of their sole managers. According to publicly available materials, the head of the BYSOL Foundation, Andrei Strizhak, for an extended period, sent intimate photographs (including images of his genitals) to women who were directly dependent on him — human rights defenders, refugees, and activists — many of whom were in difficult life situations. Such behavior is absolutely unacceptable from the standpoint of ethics and professional standards.

The existing mechanism of fund distribution, based on subjective recommendations and lacking transparency, oversight, and independent auditing, has led to large-scale abuses. It has undermined the credibility of Belarusian democratic forces in the eyes of Belarusian society, which inevitably strengthens the authoritarian regime in the country.

The inefficient and non-transparent use of Western taxpayers’ money, coupled with the absence of any public or professional accountability, discredits the European Union, the United States, and, most importantly, the democratic principles they stand for. Thousands of Belarusians are currently sacrificing their freedom, health, and lives for these principles. For Belarusians, democracy is not a theoretical concept from history books — it is an existential choice, and it deserves genuine respect, not just words.

In light of the above, we respectfully request:

• To conduct an independent international audit of all affiliated implementing organizations of the International Humanitarian Fund, including BY_HELP, BYSOL, Country for Life, Volnyya, INeedHelpBY, and Dissidentby.
• To suspend funding for all implementing organizations until the audit is completed and the operational principles of the International Humanitarian Fund are reformed.

Support for political prisoners can and must be organized in a professional, transparent, and effective manner.
One possible solution is to open individual demand accounts or to engage associations of political prisoners themselves as implementing partners — thereby eliminating the chain of intermediaries.

We firmly believe that public dialogue, organizational transparency, and accountability are the foundations of public trust in democratic institutions.

Мы выказваем глыбокую заклапочанасць у сувязі з сістэмнымі злоўжываннямі сродкамі, выдзеленымі для падтрымкі палітычных зняволеных у Беларусі.

У кастрычніку 2024 года быў створаны Міжнародны гуманітарны фонд, аператарам якога выступае Нарвежскі Хельсінкскі камітэт. За час сваёй дзейнасці фонд прыцягнуў больш за 2 мільёны еўра.

Да сённяшняга дня беларусы не маюць дакладнай інфармацыі, ці існуе такое юрыдычнае асоба, як Міжнародны гуманітарны фонд, хто ім кіруе і як выбіраюцца імплементацыйныя арганізацыі. Аднак вядома, што без правядзення адкрытых конкурсных працэдур офіс Святланы Ціханоўскай рэкамендаваў Нарвежскаму Хельсінкскаму камітэту арганізацыі BYSOL і BY_HELP у якасці асноўных партнёраў-імплементараў.

У ліпені 2025 года Нарвежскі Хельсінкскі камітэт публічна заявіў, што сродкі, выдзеленыя ўрадам Нарвегіі для падтрымкі беларускіх палітвязняў у межах ініцыятывы BY_HELP, з вялікай верагоднасцю былі страчаны (скрадзены) з-за сур’ёзных праблем у фінансавым кіраванні і агульнай сумніўнай арганізацыйнай структуры. Фонд BYSOL на працягу многіх гадоў суправаджаецца аналагічнымі прэтэнзіямі — як ад прыватных асоб, так і ад грамадскіх арганізацый.

Варта адзначыць, што такі карупцыйны падыход прывёў не толькі да інстытуцыйнага заняпаду імплементацыйных структур, але і да маральнага разлажэння іх адзіных кіраўнікоў. Паводле публічных матэрыялаў, кіраўнік фонду BYSOL Андрэй Стрыжак на працягу доўгага часу рассылаў жанчынам, якія непасрэдна залежалі ад яго — праваабаронцам, уцекачкам, актывісткам, у тым ліку ў цяжкіх жыццёвых абставінах, — інтымныя фатаграфіі (у тым ліку выявы сваіх палавых органаў). Такія паводзіны з пункту гледжання этыкі і прафесійных стандартаў з’яўляецца цалкам недапушчальным.

Сучасны механізм размеркавання сродкаў, заснаваны на суб’ектыўных рэкамендацыях і без празрыстасці, нагляду і незалежнага аўдыту, прывёў да маштабных злоўжыванняў, падарваўшы аўтарытэт беларускіх дэмакратычных сіл ва ўспрыманні грамадства, што непазбежна ўмацоўвае аўтарытарны рэжым у краіне.

Неэфектыўнае і непрозранае выкарыстанне сродкаў заходніх падаткаплацельшчыкаў у спалучэнні з адсутнасцю публічнай і прафесійнай адказнасці дыскрэдытуе Еўрапейскі саюз, ЗША і, што самае важнае, дэмакратычныя прынцыпы, якія яны адстойваюць. Тысячы беларусаў цяпер ахвяруюць сваёй свабодай, здароўем і жыццём дзеля гэтых прынцыпаў. Для беларусаў дэмакратыя — гэта не тэарэтычная канцэпцыя з падручнікаў гісторыі, а экзістэнцыяльны выбар, які заслугоўвае сапраўднай павагі, а не толькі слоў.

У сувязі з вышэйсказаным, мы паважліва просім:

• Правесці незалежны міжнародны аўдыт дзейнасці ўсіх афіліяваных імплементацыйных арганізацый Міжнароднага гуманітарнага фонду, уключаючы BY_HELP, BYSOL, “Краіна для жыцця”, “Вольныя”, INeedHelpBY і Dissidentby.
• Прыпыніць фінансаванне ўсіх імплементацыйных арганізацый да завяршэння аўдыту і рэформы прынцыпаў работы Міжнароднага гуманітарнага фонду.

Падтрымка палітвязняў можа і павінна быць арганізавана прафесійна, празрыста і эфектыўна.
Адзін з магчымых варыянтаў — адкрыццё індывідуальных рахункаў да запатрабавання або ўдзел саміх палітвязняў як імплементацыйных партнёраў, што выключыць ланцуг пасярэднікаў.

Мы цвёрда перакананыя, што публічны дыялог, арганізацыйная празрыстасць і падсправаздачнасць — аснова даверу грамадзян да дэмакратычных інстытутаў.
