Demand for Action: Protect Elder Frank Threesuns and Address Repeated Dog Safety Failures

THE ISSUE

We are asking Siksika Nation Chief and Council to immediately address an ongoing public safety concern involving a pit bull residing near the home of Elder Frank Threesuns.

Concerns regarding this dog were reportedly brought to the attention of Siksika Nation Animal Services before the incident occurred. Despite those reports, the dog remained in the community.

On October 26, 2025, the dog entered the Elder’s home and seriously attacked his dog.

A person was also bitten while attempting to protect the animal.

The attack resulted in significant injuries to the dog and required veterinary treatment costing more than $2,300.

We are also asking an important question:

Why was the Elder left responsible for a $2,300+ veterinary bill after an attack involving a dog that had reportedly been the subject of previous safety concerns?

Since the attack, the same dog has continued to live immediately behind the Elder’s residence. Frank has remained afraid and does not feel safe in his own home.

We are asking Chief and Council to address:

Why previous reports concerning this dog did not result in effective preventative action.
What actions Siksika Nation Animal Services took after receiving those reports.
Why the dog remains in close proximity to the Elder after an attack occurred inside his home.
Who is responsible for addressing the financial consequences of an attack that resulted in more than $2,300 in veterinary expenses.
What protections currently exist for Elders, children, families, and other community members living near dogs with documented histories of serious aggression.
OUR REQUESTS

We respectfully ask Chief and Council to:

1. Conduct a formal review of all previous reports concerning this dog and the actions taken by Siksika Nation Animal Services.

2. Review the October 26, 2025 attack, including the fact that a person was bitten while attempting to protect the Elder’s dog.

3. Address the $2,300+ veterinary expense and determine whether the Elder should have been left responsible for the financial consequences of this incident.

4. Immediately assess the current safety risk to Elder Frank Threesuns and his household.

5. Establish clear consequences for dogs with a proven history of serious attacks or biting people, including consideration of removing or banning animals that present an established danger from the reserve where appropriate and lawful.

6. Establish a clear process for responding to repeated dangerous-dog complaints so that concerns are acted upon before another person or animal is seriously injured.

7. Provide Elder Frank with a written response explaining what action will be taken to address his safety and the ongoing presence of the dog near his residence.

This petition is not about targeting a person or seeking unnecessary punishment of an animal.

It is about accountability, prevention, and protecting the community.

A dog with reported prior safety concerns was involved in a serious attack. The attack occurred inside an Elder’s home, a person was bitten, a dog suffered significant injuries, and more than $2,300 in veterinary expenses resulted.

We are asking Chief and Council to act before another person or animal is seriously injured or killed.

An Elder should be able to feel safe in his own home.
