Subject: Formal Request for Resident Consultation Regarding Signage and Off-Lead Access in Code Square

We, the undersigned residents and local community members, are writing to express our serious concerns regarding the recent and sudden installation of "Dogs on Leads Please" signs in Coade Square.

For well over a year, Coade Square has functioned safely and harmoniously as a gated, off-lead space for local dogs and their owners. The decision to restrict this usage without prior notice, resident consultation, or clear explanation has caused widespread frustration among the very people who use this space daily.

We urge management to pause enforcement of this new rule and open a formal consultation with residents, based on the following key points:

1. A Unique, Purposeful Space for the Community
Unlike nearby green spaces such as The Great Field, Pavilion Green - which caters to families, picnickers, and those enjoying the views - or Haywood Square, which offers floral seating, Coade Square does not feature play areas, landscaping for leisure, or heavy general foot traffic.

Dog owners are currently the primary user group giving Coade Square daily purpose and community vitality. Restricting off-lead access effectively may turn a well-utilised community space into an underused area.

2. Essential for Dog Welfare & Accessibility
The fully enclosed, gated nature of Coade Square makes it an irreplaceable local resource:

• Puppies & Young Dogs: It provides a safe, secure environment for crucial early recall training and socialisation.
• Injured & Rehabilitating Dogs: It allows recovering pets a flat, controlled area to move freely without risk.
• Older & Less Mobile Residents: It offers members of our community who cannot physically run after a dog the safety and confidence to exercise their pets off-lead.
• Time-Poor Residents: It serves as a reliable, secure local spot for quick, safe exercise routines.

3. Cleanliness, Infrastructure & Counter-Proposals
Coade Square remains remarkably clean and well-kept, which is a testament to the respect and care shown by regular users - especially given the current total lack of dedicated dog waste bins in or near the square.

If the sudden restriction is due to concerns around cleanliness or etiquette, we ask that management work with us rather than penalise the entire responsible community. We would welcome solutions such as:

• The installation of proper waste disposal bins.
• Clear signage reminding owners of responsible pet ownership.
• A community pledge to self-police and maintain high standards in the square.

4. Lack of Consultation & Future Local Planning
Implementing sweeping restrictions without warning or resident input damages community trust. Furthermore, with new developments nearby such as Rosedale Square, residents are left in the dark regarding the broader plan for local public spaces. If new areas are being built, we need transparency on what their intended use will be, rather than reactive restrictions being placed on established spaces like Coade Square.

Our Request
We respectfully ask that management:

• Temporarily pause the enforcement of mandatory lead-only rules in Coade Square.
• Initiate a formal resident consultation to discuss how Coade Square and surrounding developments (including RosedaleSquare  ) can best serve the whole community.
